Consumer debt collection in the United States is primarily regulated by the Fair Debt Collection Practices Act (FDCPA), which restricts when, how, and how frequently collectors can contact consumers. Additional protections come from the Fair Credit Reporting Act (FCRA), the Consumer Financial Protection Bureau (CFPB) regulations, and state-specific laws that may provide even stronger consumer protections. Florida, for example, has its own Consumer Collection Practices Act. HF Holdings trains all collectors on these requirements and maintains compliance monitoring to ensure every consumer interaction meets applicable legal standards.

We collect a broad range of consumer debt on behalf of businesses and service providers, including retail charge accounts, personal service contracts, membership fees, rental balances, subscription accounts, healthcare copays and deductibles, and personal loan deficiencies. If your business has consumers who owe a balance and have not paid despite your own collection efforts, we can take those accounts and pursue recovery on a contingency basis.

We use a multi-channel approach that includes written notice letters, phone contact, and, where permitted, text message and email outreach. Every initial communication includes the FDCPA-required written notice of debt and the consumer’s right to dispute. We maintain communication logs for every account, and consumers are treated with professionalism and respect throughout the process. We never use deceptive language, threats, or prohibited contact methods.

When a consumer submits a written dispute within 30 days of receiving the initial notice, we are required by law to cease collection activity until we verify the debt and provide the consumer with validation. We take this process seriously and document every dispute and response thoroughly. If the debt is validated and the consumer continues to refuse payment, we resume collection activity. If the debt cannot be validated, we close the account and notify your business accordingly.
